I think the ethics depend on whether the dogs know that they know how to swim (all dogs can swim but not all dogs know they know). My sense is that the dogs would put up too much of a fuss to be placed on the boards if they did not know how to swim… If you’ve ever tried to bathe a dog that hates baths, you know what I’m talking about.
Based on that reasoning, I would say that it is ethical.
